The FLDS use the Cain & Able doctrine that believes when God placed a mark on Cain, that that mark was to turn Cain black, begining a black race. The Southern Poverty Law Center in 2006 determined the teachings to be racist and added the FLDS to a long list of hate groups. Being that this was taught to children, the mere existance of tax dollars supporting this group was counter to U.S. Civil Rights!
